부유물질에 의한 해양생물의 생물학적 영향범위 및 임계농도 고찰

초록

골재 수요량이 늘어남에 따라 증가된 바다골재 채취로 인해 다양한 해양문제(부유사 확산, 해저지형 변화, 산란·서식장 파괴)가 발생하고 있다. 이 중 부유사에 의한 생물영향 평가 기준은 담수생태계로 국한되어 있으며 해양생태계에 대한 기준은 미흡한 실정이다. 본 연구에서는 부유사가 해양생물에 미치는 영향에 대한 국내·외 선행연구를 리뷰하여 영향 범위를 산정하고 그 정도를 평가하였다. 총 93편의 문헌 및 보고서를 리뷰한 결과, 부유사의 영향은 여러 생물 분류군(유영생물, 저서생물, 부유생물)의 다양한 생활단계 및 측정항목(생리, 물리, 행동)으로 구분할 수 있었다. 국내 저서성 어류와 표영성 어류에 대한 최소 영향 농도는 50 mg L-1, 새우류는 250 mg L-1, 이매패류는 10 mg L-1, 복족류는 1,000 mgL-1, 미세조류는 8,000 mg L-1, 요각류와 윤충류는 100 mg L-1로 나타났다. 어린 생활단계의 생물이 대체적으로 성체에 비해 부유사에 더 민감하였으나, 생활단계보다는 종간의 영향 차이가 더 큰 것으로 나타났다. 부유사 영향농도는 생물종, 노출기간, 부유사 입자크기 분포에 영향을 많이 받는 것으로 나타났다. 향후 국내 부유사 확산규모와 배경농도, 종민감도를 고려한 생물영향평가를 통해 국내 실정에 맞는 체계적이고 과학적인 해양생태계 내 부유사 기준농도가 제시될 필요가 있다.

Abstract

As marine sand mining increases, marine problems (spread of suspended sediment, changes in the seabed, destruction of spawning and habitats) are increasing. The criteria for evaluating the biological impact of suspended sediment are limited to freshwater ecosystems, and the environmental quality standards for marine ecosystems are insufficient. In this study, we reviewed domestic and international studies on the effects of suspended sediment on marine organisms, which evaluated the range of effective concentrations for domestic organisms. As a result of reviewing a total of 93 papers and reports, it was possible to classify the effects of suspended sediment on various marine organisms (nekton, benthos, and plankton) into various life stages and endpoints (physiology, physical, and behavior). The minimum effective concentration is 50 mg L-1 for domestic benthic fish and pelagic fish, 250 mg L-1 for shrimp, 10 mg L-1 for bivalve, 1,000 mg L-1 for gastropods, 8,000 mg L-1 for microalgae, and 100 mg L-1 for copepods and rotifers. Although young life stage organisms were generally more sensitive than adults to suspended sediment, the differences between species were larger. It was found that the effective concentration affected by the suspended sediment was greatly affected by the species, exposure time, and the distribution of the particle size of the suspended sediment. In the future, it is necessary to present a systematic and scientific guideline concentration of suspended sediment in the marine ecosystem that is suitable for domestic conditions through ecological impact assessment that takes into account the scale of the spread of suspended sediment, background concentration, and species sensitivity.

1. 서 론

우리나라의 연간 모래골재 수요량은 약 1억톤 정도이며 이 중 25% 정도를 바다골재로 충당하고 있다. 정부는 서해 배타적 경제수역(EEZ)에서 2025년까지 3,580만 m3(연 전국 골재수요량의 3%)의 바다골재를 채취할 계획이다. 바다골재 채취는 건설자원으로서 경제적 가치를 강조하는 건설업계와 해양생태계의 가치를 중요시 하는 지역어민 및 환경단체 간에 오랜 갈등의 원인이 되고 있다. 어업인과 지역주민은 바다골재 채취 시 수산자원의 산란지와 서식지를 훼손하여 어업생산량에 영향을 주고 조업구역 축소, 안전조업 위협 등 어업인의 생계와 경영에 직접적인 영향을 미칠 것이라고 주장하고 있다. 반면 건설업계는 건설업 필수재료인 모래 조달을 위해 EEZ 골재채취는 불가피하며 채취단지의 지정기간 연장을 통해 모래 자원의 안정적인 확보를 주장하고 있다. 따라서 정밀하고 과학적인 연구를 통해 이해당사자가 신뢰할 수 있는 생물영향평가 기준이 필요하다.

해양환경 측면에서 바다골재 채취는 부유사 발생, 해저지형 변화, 산란·서식장 파괴 등 심각한 문제를 야기한다(MOF[1999]; Kim and Lim[2009]; Seo et al.[2018]). 특히 부유사 발생은 해양생물의 호흡장애나 회피반응을 유발하고 장기노출 시 군집 수준의 영향을 야기하는 것으로 알려져 있다(Pollock et al.[2014]). 과거 연구에서 산호(Pollock et al.[2014]), 가재(Rosewarne et al.[2014]), 이매패류(Aldridge et al.[1987]; Elfwing and Tedengre [2002]; Zheng et al.[2012])와 같은 일부 해양 무척추동물에 대한 탁도의 직·간접적인 영향이 보고된 바 있다. 상대적으로 이동성이 적은 저서생물에서부터 활발한 이동성을 가지는 표영성 어종 등에서도 부유사가 면역반응(Lake and Hinch[1999]), 먹이 섭취율, 성장률(Wenger et al.[2012]), 생존율(Palm[2001])에 부정적인 영향이 나타난 바 있다. 또한 이동성이 적은 저서성 어류는 낮은 부유사 농도(20-240 mg L-1)에서도 심각한 스트레스 및 치사반응이 유발된다(Gregory and Levings[1996]; Lowe et al.[2015]).

현재 여러나라에서 부유사 농도에 대한 수질기준을 마련하여 생태계를 보호하고 있으나 대부분이 담수생태계에 집중되어 있으며 해양생태계에 대한 기준은 매우 제한적이다. 선진국 일부에서 해양생태계 내 부유사 농도에 대한 기준마련을 위한 연구를 수행하고 있다. 덴마크에서는 해양환경 모니터링 자료를 활용한 모델링을 통해 어류에 영향을 미치는 부유물질의 농도를 10 mg L-1로 제시하고 있다(Danish Energy Authority[2006]). 네덜란드와 독일은 해상풍력발전 건설 시 해저케이블 설치로 인해 발생하는 부유사 영향을 평가하였지만 이에 대한 영향 농도 수준을 제시하지는 않고 있다(The Ministry of Infrastructure and Environment of the Netherlands[2014]; Federal Environment Agency[2010]). 국내에서는 하천과 호소 내 부유물질 기준을 등급별로 나누어 하천의 수질을 체계적으로 관리하고 있다. 하지만 바다골재 채취로 인해 발생하는 부유사가 해양생태계에 미치는 영향에 대한 규정 및 관리기준은 미흡하다. 해양생태계와 담수생태계의 차이를 인지하여 해양생물에 적합한 기준 마련을 위한 과학적이고 객관적인 평가가 필요할 것으로 판단된다.

따라서 본 연구에서는 i) 국내외 해양에 서식하는 유영생물, 저서생물, 부유생물의 부유사에 의한 생물영향 연구 사례를 조사하고, ii) 국내 유영생물, 저서생물, 부유생물의 피해 영향 범위를 산정하며, iii) 국내 실정에 적합한 관리 방안을 제시하고자 한다. 본 연구의 결과는 부유사에 대한 해양생물 보호 기준을 도출하기 위한 기초자료로 활용될 수 있을 것이라 판단된다.


2. 재료 및 방법

본 연구에서는 국내외에서 수행된 해양 유영생물, 저서생물, 부유생물에 대한 부유사 영향 관련 선행연구를 수집 및 분석하였다. 선행연구 수집은 “Google Scholar” 및 “Scopus”에서 “부유퇴적물(suspended sediment)”, “부유사(suspended solid)”, “어류(fish)”, “무척추동물(invertebrate)”, “식물플랑크톤(phytoplankton)”, “동물플랑크톤(zooplankton)”, “스트레스(stress)”, “영향(impact)” 등의 키워드를 검색하였고, 연구논문 84편과 보고서 9편 등 총 93편의 문서를 검토하였다(Fig. 1a). 부유퇴적물에 대한 생물영향 연구는 1971년 이후 증가하여 꾸준히 이어지고 있으며 다양한 생물군과 측정항목에 대한 생물영향 범위 정보를 추가하고 있다. 부유퇴적물에 대한 생물영향 연구는 어류에 대한 문헌이 70%로 가장 많았고, 이매패류(18%), 갑각류(7%), 플랑크톤(4%), 기타(1%) 순으로 이어졌다(Fig. 1b). 생활단계별로는 성체(48%)에 대한 문헌이 가장 많았고, 중성체(38%)와 배아/유생(15%) 순으로 나타났다.

유영생물, 저서생물, 부유생물에 대한 부유사 영향 범위를 다음과 같은 측정항목으로 나누어 정리하였다(Fig. 1d); 1) 물리반응(아가미 손상, 표피 손상, 기관 손상, 기형, 치사 등), 2) 생리반응(대사율, 생지표, 성장/발달 등), 3) 행동반응(유영저해, 피식-포식반응, 먹이반응, 생식반응, 회피반응 등). 생리반응에 해당하는 대사율은 산소소비율, 대사반응, 삼투압 등이 포함되며, 생지표는 호르몬 농도, 효소활성 등이 포함된다. 검토된 문헌 중 물리반응(46%)에 대한 내용이 가장 많았고, 생리반응(41%)과 행동반응(13%) 순으로 나타났다.


3. 결과 및 고찰
3.1 부유사가 유영생물에 미치는 생물영향

부유사가 유영생물에 미치는 생물영향은 1−300,000 mg L-1 범위로 나타났다(Fig. 2). 가장 민감한 반응은 표영성 어류인 줄농어(Morone saxatilis) 성어의 산소소비율(1 mg L-1)이었고(Neumann et al.[1982]), 가장 둔감한 반응은 표영성 어류인 참바리(Epinephelus coioides) 치어의 조직손상(300,000 mg L-1)으로 나타났다(Tse et al.[2010]). 가장 민감한 측정항목으로 나타난 산소소비율은 생물의 에너지 대사를 연속적으로 측정하고 정량화를 할 수 있다는 장점이 있으며, 어류에게 민감한 측정항목 중 하나로 알려져 있다(Lefevre et al.[2015]; Jobling[1982]; Liu[1997]). 매우 낮은 농도인 1 mg L-1에서 줄농어의 산소소비율에 영향이 나타난 이유는 서식 특성상 표영성 어류인 줄농어가 저서성 어류에 비해 부유사에 내성이 없기 때문이다. 산소소비율은 치사에 치명적인 영향을 미치지는 않지만 줄농어는 국내에서도 서식하는 종이기 때문에 주의를 기울일 필요가 있다.

저서성 어류와 표영성 어류 사이에는 영향농도 간 뚜렷한 차이가 나타나지 않았다. 일반적으로 저서성 어류는 이동성이 적어 서식하는 해역에서 산란이 이뤄지는 종이기 때문에 부유사 발생시, 회피하지 못하고 피해에 쉽게 노출되는 것으로 알려져 있으나(Choi et al.[2014]), 본 연구에서는 측정항목에 따라 매우 다양한 영향범위를 보이는 것으로 나타났다. 치사에 대한 영향 범위만을 비교해보면, 저서성 어류는 치어가 성어에 비해 훨씬 둔감한 것으로 나타난 반면, 표영성 어류는 배아/자어가 치어에 비해 훨씬 민감한 것으로 나타났다. 치사율에 대해 저서성 배아/자어 보다 낮은 부유사 영향범위를 보인 저서성 치어의 경우는 대부분 42일간 부유사에 노출된 결과로 배아/자어의 노출기간이 12시간에서 3일간임을 고려하였을 때, 부유사의 만성 노출에 의해 저서성 치어의 영향농도가 더 낮게 나타난 것으로 판단된다. 따라서 영향농도 산정 시 노출기간에 대한 표준화 작업이 중요하다. 같은 생활단계 내에서 측정항목간 영향범위를 비교해보면, 행동반응이 물리반응과 생리반응에 비해 더 민감한 것으로 나타났다. 이 결과는 표영성 어류에서 더 두드러지게 나타났다. 성어의 경우 외부의 자극을 받으면 일시적으로 서식처를 떠나 다른 곳으로 회피하여 그 영향을 벗어날 수 있기 때문에 가장 먼저 반응이 나타나는 것으로 판단된다. 반면 상대적으로 이동 능력이 적은 저서성 어류와 어란·자치어 등은 환경 변화로 인한 생태학적 영향에 민감도가 더 높은 특징을 가진다(Lee[2015]).

부유사가 국내 해산어류에 미치는 생물영향은 50−10,000 mg L-1 범위로 나타났다(Table 1). 먼저 어류의 생리적 영향은 15종이 실험에 이용되었고, 총 4건의 측정항목(산소소비율, 성장률, 코르티졸 농도, 대사율)이 보고되었다. 산소소비율은 넙치(Paralichthys olivaceus)를 포함한 13종에 대하여 보고되었으며 50−10,000 mg L-1로 넓은 부유사 농도범위에서 영향을 받는 것으로 나타났다. 가장 낮은 영향범위인 50 mg L-1 부유사 농도에서 산소소비율에 영향을 받은 종은 넙치와 조피볼락(Sebastes schlegelii)이었으며 모두 1일간 부유사 노출을 진행하였다(MOF[2016]). 위 두 종은 부유사에 민감한 반응을 보였으나 어류는 조하대에 서식하는 저서생물에 비해 이동성이 높기 때문에 치명적인 영향을 받지는 않을 것으로 사료된다. 부유사 노출에 의한 성장률 변화는 감성돔(Acanthopagrus schlegelii)을 포함한 4종에 대해 보고되었고, 영향범위는 50−400 mg L-1였다. 가장 낮은 영향범위에서 성장률 저해 영향을 보인 종은 농어(Lateolabrax japonicus) 중성체로, 어린개체가 7일간 부유사에 노출되어 민감하게 반응한 것으로 사료된다(Cho et al.[2003]). 스트레스 호르몬의 일종인 코르티졸 농도는 돌돔(Oplegnathus fasciatus), 넙치, 조피볼락을 대상으로 평가되었으며 310−4,000 mg L-1의 농도에서 영향이 보고되었다. 각 측정항목에 대한 노출기간을 확인해본 결과 산소소비율은 1시간–14일로 비교적 다양한 노출기간으로 실험이 진행되었고, 성장률은 7–15일, 코르티졸 농도는 1–9시간으로 나타났다. 산소소비율이나 호르몬은 스트레스에 의해 빠르게 반응이 나타내는 측정항목 중 하나이기 때문에 어류의 단기적인 스트레스 영향을, 성장률은 상대적으로 장기적인 영향을 알아보는데 적합할 것으로 판단된다.

다음으로 어류의 물리적 영향은 8종이 실험에 이용되었으며, 모두 치사율이 보고되었다. 치사율은 50−10,000 mg L-1 범위로 넓은 농도 범위에서 영향이 나타났으며, 가장 낮은 농도인 50 mg L-1에서 영향을 받은 어류는 농어 치어와 돌돔 알이었다. 일반적으로 치사율은 가장 마지막에 나타나는 측정항목 중 하나이나 부유사에 내성이 크지 않은 알이나 치어단계와 같은 생물은 낮은 부유사 농도에서도 영향이 클 것이라 판단된다. 어류의 행동 영향은 6종이 실험에 이용되었고, 모두 회피반응에 대해 보고되었다. 회피반응에 대한 영향범위는 100−1,000 mg L-1로 나타났으며, 회피반응이 가장 낮은 농도에서 나타난 어종은 문치가자미(Pseudopleuronectes yokohamae) 성어와 방어(Seriola quinqueradiata) 치어로 나타났다. 치사율과 회피반응의 노출기간은 각각 3–28일과 7–15일로 나타났으며 이 두 측정항목 또한 장기적인 부유사 영향을 확인하는데 꼭 필요할 것으로 사료된다.

3.2 부유사가 저서생물에 미치는 생물영향

부유사가 저서생물에 미치는 생물영향은 14−77,000 mg L-1 범위로 나타났다(Fig. 3). 14 mg L-1 농도에서 영향이 나타난 가장 민감한 경우는 이매패류인 우럭조개(Mya arenaria) 중성체의 산소소비율, 성장률, 먹이섭취율로 나타났고(Grant and Thorpe[1991]; MacDonald et al.[1998]), 심해가리비(Placopecten magellanicus) 중성체의 성장률(MacDonald et al.[1998])과 가리비에 속하는 Paphies australis 성체의 치사율로 나타났다(Norkko et al.[2006]). 가장 둔감한 경우는 갑각류인 홍다리얼룩새우(Epinephelus coioides) 성체의 치사율(77,000 mg L-1)로 나타났다(McFarland and Peddicord[1980]). 산소소비율은 부유사 발생시 해양생물 아가미에 부유물질이 흡착되어 빠르게 영향을 미치는 측정항목이고(Lefevre et al.[2015]; Jobling[1982]; Liu[1997]), 먹이섭취율은 해양생물의 시야가 감소되어 빠르게 영향이 일어나는 측정항목 중 하나로 알려져 있다(Wenger et al.[2012]). 저서생물 중 가장 많이 연구가 수행된 분류군은 이매패류로서 다양한 생활단계 및 측정항목에 대한 연구가 수행되었다. 이매패류는 퇴적물에 파묻혀 살아가는 생물 중 하나로 부유사의 유형이나 크기에 따라 긍정적이거나 부정적인 영향을 받을 수 있기 때문에 연구가 많이 수행된 것으로 판단된다(Bricelj et al.[1984]). 생활단계별 영향범위를 비교해본 결과, 갑각류에 속하는 게류와 새우류 모두 치사가 속한 물리반응이 생리반응과 행동반응에 비해 더 둔감한 것으로 나타났다. 반면 이매패류 같은 경우는 측정 항목 내 차이가 나타나지 않았는데 이는 종간 차이 때문으로 설명될 수 있다. 치사에 대한 영향범위만을 비교해보면, 갑각류에 속하는 게류와 새우류가 가장 둔감한 종으로 나타났으며, 이매패류, 다모류 순으로 나타났다.

부유사가 국내 저서생물에 미치는 생물영향은 10−4,000 mg L-1 범위로 나타났다(Table 2). 먼저 저서생물의 생리적 영향은 이매패류 6종과 복족류 1종에서만 연구가 수행되었고, 총 5건의 측정항목(산소소비율, 대사율, 혈액량, 호흡률, 글리코겐 함량)이 보고되었다. 산소소비율은 동죽(Mactra veneriformis), 백합(Meretrix lusoria), 큰가리비(Patinopecten yessoensis)에 대하여 보고되었으며 25−1,000 mg L-1의 다양한 부유사 농도범위에서 영향을 받는 것으로 나타났다. 대사율은 동죽, 피조개(Scapharca broughtonii), 바지락(Tapes philippinarum)에 대하여 보고되었고 100−1,000 mg L-1의 영향농도 범위로 나타났다. 대사율은 생명과 직결되는 측정항목 중 하나로 대부분 노출기간이 15−23일로 장기 실험을 통해 결과가 나타났으며 상대적으로 장기적인(>14일) 노출반응을 확인할 때 유용한 측정항목이라 판단된다.

저서생물에 물리적 영향을 미치는 부유사 농도범위는 100−4,000 mg L-1 범위로 나타났다. 250 mg L-1 농도에서 흰다리새우(Litopenaeus vannamei)의 아가미 손상을 유발했고, 이매패류와 복족류의 치사율 영향이 각각 100−1,000 mg L-1과 1,000−4,000 mg L-1에서 나타났다. 이매패류에 비해 복족류에 해당하는 전복이 부유사에 둔감하다고 볼 수 있으나 노출기간이 이매패류(25–41일)에 비해 4–7일로 훨씬 짧기 때문에 생물영향 농도 범위를 비교할 때는 노출기간에 대한 차이도 고려하여야 할 것이다. 저서생물에 대한 행동영향은 이매패류에 대해서만 2가지(패각 움직임, 먹이섭취 반응)를 확인하였다. 패각 움직임을 확인한 이매패류는 가무락조개(Cyclina sinensis), 동죽, 백합이었고, 1,000 mg L-1 범위에서 영향이 나타났다(Chang and Chin[1978]). 이매패류의 패각 움직임은 이매패류의 활동성과 물질대사를 대표하는 지표 중 하나로써 외부 요인에 민감한 반응 중 하나로 알려져 있다(Rao[1954]; Langton[1977]; Ameyaw-Ajynfu and Naylor[1987]). 먹이섭취 반응은 10 mg L-1 농도에서 진주조개(Pinctada fucata)에 영향을 미치는 것으로 나타났으며 이매패류 생물영향 중 가장 민감한 결과로 나타났다. 이매패류의 먹이섭취는 먹이 섭취 후 아가미가 먹이를 걸러내 위와 창자를 거쳐 체내에 흡수되는 과정을 거친다. 부유사가 아가미에 걸려 먹이섭취 효율을 직접적으로 감소시키고 시야가 감소되어 먹이섭취율이 감소되기도 한다(Wenger et al.[2012]). 그러나 먹이 섭취율의 감소가 성장을 저해시킬 수는 있으나 치명적이지는 않기 때문에 다른 치명적인 측정항목에 주목할 필요성이 있다.

3.3 부유사가 식물플랑크톤과 동물플랑크톤에 미치는 생물영향

부유사가 식물플랑크톤 및 동물플랑크톤에 미치는 생물영향은 10−8000 mg L-1 범위로 나타났다(Fig. 4). 가장 민감한 경우는 미세조류 3종(Fragilaria sp., Nitzchia sp., Tabellaria sp.)의 성장저해율(10 mg L-1)이었고(Quinn et al.[1992]), 가장 둔감한 경우는 미세조류 2종(Isochrysis galbana, Nannochloropsis oculata)의 성장저해율(8000 mg L-1)로 나타났다(MOF[2016]). 가장 민감하게 나타난 미세조류 3종은 부유사 농도 10 mg L-1에서 1344시간(56일) 노출시 모두 대조구 대비 약 40%의 성장률이 감소되었다(Quinn et al.[1992]). 가장 둔감하게 나타난 미세조류 Isochrysis galbanaNannochloropsis oculata는 부유사 농도 8000 mg L-1에서 24시간 노출시 각각 대조구 대비 51와 83%의 성장률이 감소되었다(MOF[2016]). 가장 민감하게 나타난 결과는 부유사에 대한 한달이 넘게 장기적으로 노출이 진행된 반면 가장 둔감하게 나타난 결과는 단기영향을 확인하였다. 장기적인 노출기간으로 인해 부유사의 영향 농도가 낮게 나타난 것으로 보이며 여러 문헌의 비교를 통해 민감종을 도출할 때는 노출기간을 확인할 필요가 있다. 또한 부유사 발생으로 인한 해수 내 탁도의 증가는 식물플랑크톤과 해조류의 광합성을 저해시켜 양식장 피해로 이어지기 때문에 부유사에 대한 식물플랑크톤의 성장저해 영향은 중요한 측정항목 중 하나이다.

부유사가 국내 플랑크톤에 미치는 생물영향은 100–8,000 mg L-1 범위로 나타났다(Table 3). 먼저 플랑크톤의 생리적 영향은 미세조류와 윤충류를 대상으로 연구가 수행되었고, 성장률만이 보고되었다. 미세조류의 성장저해는 8000 mg L-1 농도에서 영향이 있는 것으로 나타난 반면(MOF[2016]), 윤충류의 성장률은 100 mg L-1 농도에서 영향을 보였다(MOF[2016]). 윤충류의 성장률에 대한 실험 기간은 총 7일동안 이루어졌으며 윤충류는 일반적으로 클로렐라와 같은 녹조류를 주요 먹이로 이용한다(Kim and Kim[2015]). 윤충류가 부유사에 노출되면 광합성을 통해 성장하는 녹조류의 성장 또한 저하되기 때문에 녹조류를 먹이로 이용하는 윤충류는 더 큰 영향을 받은 것으로 사료된다. 플랑크톤에 대한 물리 영향은 요각류의 치사율만이 보고되었고, 요각류 4종(Acartia sp., Paracalanus sp., Paracyclopina nana, Tigriopus japonicus)에 대한 치사율은 100−500 mg L-1 농도에서 영향이 있는 것으로 나타났다(MOF[2016]; Kang[2012]; Yoon and Park[2011]). 요각류에 대한 치사 영향은 표영성 요각류(Acartia sp., Paracalanus sp., Paracyclopina nana)가 저서성 요각류(Tigriopus japonicus)에 비해 부유사에 대해 더 민감한 것으로 나타났다. 저서성 요각류 같은 경우에는 이매패류와 같이 저서에서 퇴적물과 함께 생활하는 특징을 지니기 때문에 바다속에 떠다니면서 서식하는 표영성 요각류나 윤충류와 같은 생물에 비해 부유물질에 대한 민감도가 낮은 편이다. 플랑크톤에 대한 행동 영향은 요각류의 부화율과 먹이섭취 반응에 대해서만 보고되었고, 모두 100 mg L-1 농도에서 영향이 있는 것으로 나타났다(MOF[2016]; Kang[2012]). 요각류의 부화율은 요각류 성체에 붙어있는 알이 부화하는 비율로 판단하였으며 예민한 부위인 알이 부유사에 대한 물리적인 타격을 받기 때문에 민감하게 나타날 수 있다.

3.4 부유물질에 대한 관리방안

본 연구에서 확인한 부유사에 의한 국내외 해양생물의 최소 영향 기준은 다음과 같았다(Table 4). 국내외 부유사에 의한 생물영향 사례 대부분이 1년간 다모류 개체군집 영향을 확인한 1건의 사례를 제외하고 최소 1시간, 최대 56일로 대부분 단기간의 영향을 확인 하였다. 그러나 바다골재채취는 주로 장기적으로 이뤄지기 때문에 부유사 확산 또한 생물에 장기적인 영향을 주게 된다. 부유사에 대한 생물영향 평가시 노출기간은 생물영향 범위를 결정하는데 중요한 요소 중 하나다. Newcombe and MacDonald[1991]에 따르면, 부유물질에 대한 수생생물의 민감도는 부유물질의 노출농도와는 낮은 상관관계를 보인 반면 부유물질에 노출기간을 곱한 값과는 더 높은 상관관계가 있음을 보고하였다. 국내 저서성 어류와 표영성 어류에 대한 최소영향농도를 비교해본 결과, 저서성 어류는 성어가 중성체보다 민감하게 나타났고 표영성 어류는 배아/자어가 중성체 및 성어보다 둔감하게 나타났다. 이는 초기 생활단계일 때 부유사에 대한 영향을 더 많이 받는다는 가설과 반대된다. 이러한 결과가 나타난 이유는 둔감할 것이라 예상되는 성어의 사례가 배아/자어 및 중성체에 비해 노출기간이 더 길기 때문에 영향농도가 낮게 나타난 것으로 사료된다. 이를 통해 부유사가 해양생물에 미치는 영향은 단순히 농도만으로 예측할 수는 없으며 노출기간 또한 중요한 변수로 작용 할 수 있음을 시사한다. 또한 본 연구에서 대부분의 연구가 실험실 내에서 수행되었으며 실험실 환경 내에서 실제 환경 및 노출기간을 반영하는데에는 한계가 있을 수 있다. 따라서 현장 메조코즘을 통한 현장 기반의 연구가 이를 보완할 수 있을 것이다.

부유사에 대한 생물영향 평가시 부유사의 입자 크기 분포 또한 중요한 변수로 작용할 수 있다. 부유사 입자 크기는 입자가 부유 상태로 유지되는 시간 및 수층 내 부유사가 분포하는 깊이에 영향을 미친다(Bilotta and Brazier[2008]). 일반적으로 부유사는 수층으로 운반되는 작은 입자(63-μm 이하 입경의 실트 및 점토)의 부유물로 정의되기 때문에(Waters[1995]; Garcia[2008]), 대부분 부유사의 생물영향 연구는 63-μm 이하의 입자를 실험에 이용하고 있다. 그러나 실제 환경 중 조류가 약한 환경에서는 더 미세한 입자가 수층의 표면을 차지하는 반면 더 굵은 입자는 수층의 더 깊은 영역을 차지하는 특징을 가진다(Schindl et al.[2005]). 이러한 이유로 인해 상대적으로 더 굵은 입자는 저서에 서식하는 어류나 저서생물에 영향을 미칠 가능성이 커지는 반면 더 미세한 입자는 표영성 어류나 플랑크톤에 영향을 미칠 가능성이 크다. 나아가 생물영향평가 결과의 민감도에 영향을 미칠 수 있기 때문에 평가기준 마련시 이를 고려해야 할 것이다.

현재 국내외에서는 다양한 기준을 통하여 담수생태계 내 부유물질을 관리하고 있다. 그러나 바다골재채취로 인한 부유사 확산으로부터 해양생물을 보호하는 기준은 마련되어 있지 않으며 체계적이고 신뢰성 있는 생물영향 범위 또한 공유되어 있지 않은 실정이다. 부유사에 대한 생물영향은 생물종, 노출기간, 측정항목, 노출된 부유사의 입자크기 분포에 따라 매우 영향범위가 상이 할 수 있기 때문에 영향범위를 산정할 때 수행된 실험조건 등을 표준화하여 해석할 필요성이 있다. 또한 영향범위 산정시 고려할 생물종은 부유사에 대한 민감종만을 대상으로 하면 안되며 민감종, 둔감종, 표준시험종, 지역대표종을 모두 고려하여 영향범위를 산정할 필요가 있다. 이외에도 영향범위를 산정하여 부유사에 대한 기준 마련시 해역별로 구분지어야 한다. 국내 해역은 부유사 확산에 영향을 미칠 수 있는 조류의 세기나 해저지형이 매우 다양한 특징을 지닌다. 부유사에 대한 배경농도 또한 해역별로 상이하기 때문에 해역별로 다양한 기준농도를 설정하는 것이 중요하다. 각 해역의 자연적 특성을 결정하는 것은 어렵지만(Montgomery[2008]), 생태계환경항목 관측값과 해양환경 빅데이터를 활용하여 해역별 및 단계별 관리기준을 설정하는 것이 필요하다. 관리기준 설정은 환경에 유연하게 적용될 수 있어야한다.


4. 결 론

본 연구에서는 부유사에 의한 해양생물영향 평가와 관련된 국내외 선행연구를 리뷰하여 바다골재 채취로 발생한 부유사에 노출된 유영생물, 저서생물, 플랑크톤의 관리 기준을 마련하기 위해 영향범위를 산정하였다. 총 93개 문헌 및 보고서에서 국내외 유영생물, 저서생물, 플랑크톤의 분류군과 생활단계, 측정항목(생리, 물리, 행동)을 구분하였고 부유사 노출에 따른 영향범위를 제시하였다. 덴마크에서 어류에 영향을 미치는 기준으로 판단하는 10 mg L-1 농도보다 더 낮은 부유사 농도에서 국내에서도 수산가치가 높은 줄농어(Morone saxatilis)의 산소소비율, 진주조개의 먹이섭취율에 영향이 나타났으나 데이터의 신뢰성 검토는 부족한 실정이다. 서해 EEZ 바다골재 채취단지가 2020년부터 운영된 상황에서 바다골재 채취 사업의 다양한 이해당사자가 만족할 수 있는 관리기준이 필요한 실정이다. 국내외에서 담수생태계를 배경농도와 환경(상·하류 수역, 호수나 저수지)을 구분하여 관리를 진행하고 있는 것을 고려하였을 때 해양생태계 또한 환경에 맞는 해역별 관리기준을 마련할 필요가 있다.
